Moorpark Adopts General Plan 2050
The City of Moorpark is pleased to announce the result of three years of community-driven planning for the City’s future: adoption of General Plan 2050 and certification of the Plan’s Final Program Environmental Impact Report (PEIR) by the City Council on May 3, 2023. This represents the City’s first comprehensive update of the General Plan since 1992. Using Year 2050 as a benchmark, the Plan defines the community’s vision for the city for the next three decades and provides goals, objectives, policies, and specific implementation measures that will guide its physical development consistent with the vision.
Moorpark Mayor Chris Enegren stated: “I’d like to thank the General Plan Advisory Committee as well as the public for all of the input and hard work that went into crafting our newly updated General Plan. This plan will serve the Moorpark community for the next 30 years and will steer our City’s development in a direction that enhances our economy and our high quality of life.”
The slogan of General Plan 2050 is “Made by Moorpark”, which is a reflection of the leadership role that the public played in the creation of the Plan. General Plan 2050 was prepared over a three-year period and was shaped by an extensive outreach process that engaged community members and decision-makers at every stage of the planning process. Over the course of 18 meetings, development of the Plan was guided by the input of a volunteer General Plan Advisory Committee (GPAC) comprised of 18 community stakeholders from diverse backgrounds. In addition, the entire community was involved by participating in 5 citywide workshops, responding to 4 on-line surveys, and engaging in 6 community events and pop-up activities.
General Plan 2050 can be considered the city’s development constitution, containing both a statement of the community’s vision of its long-term development as well as the policies to support that vision by guiding the physical growth of the city. The 2050 General Plan is presented in 10 chapters addressing topics required to be addressed by State law—land use, housing, circulation, conservation, open space, safety, and noise—as well as additional topics of local importance to the community—economic development, parks and recreation, infrastructure and services, environmental justice, climate change, and health. As Housing Elements are required by State law to be updated more frequently than the General Plan, Moorpark’s Housing Element was approved by the City Council on February 15 and is published under a separate cover to facilitate revisions compliant with State housing law.
Moorpark General Plan 2050 is the outcome of a collaborative process between the Moorpark community, the city of Moorpark, and community stakeholders, with support from a consultant team led by PlaceWorks and assistance from Iteris, Fuscoe Engineering, and ECORP Consulting.
“Our next step in realizing the community’s vision outlined in the General Plan is to update our zoning code, and then the real work begins in reviewing development applications that are expected to come in due to so much interest from businesses and developers wanting to start a business and build housing in one of the most desirable places to live and work in Southern California,” said City Manager Troy Brown.
The City of Moorpark is pleased to release the first comprehensive Zoning Code Update in the City’s history. As part of the City’s General Plan Update, the Zoning Code Update is an integral part of the implementation of the land use goals and policies which the General Plan envisions. The community is invited to review the draft Zoning Code and Zoning Map and comment on changes that are proposed or suggest new edits via the City’s Zoning Code and Map Update webpage.
The Draft Zoning Code will be available for a 45-day public review from Friday, March 10, 2023, through 4:00 p.m. on Monday, April 24, 2023.

The 2050 General Plan was prepared over a three-year period and was shaped by an extensive outreach process that engaged community members and decision-makers at every stage of the planning process. Development of the Plan was guided by a volunteer General Plan Advisory Committee (GPAC) comprised of 16 community stakeholders from diverse backgrounds. Based on recommendations from the GPAC and community at-large, the Vision Statement guiding the development of the Plan’s goals and policies was approved by the Moorpark City Council on February 3, 2021, and the Preliminary Land Use Plan Concept on February 2, 2022.
The 2050 General Plan is presented in 10 chapters, called Elements. Community members are invited to review the Draft 2050 General Plan embedded at the bottom of this page. The online commenting period closed on Friday, March 31st. Community members may send additional comments regarding the General Plan to [email protected] Comments will be considered by the City’s Planning Commission and City Council when they review the document for approval and adoption in the Spring of 2023. Community members also have the opportunity to submit comments via the City of Moorpark website or orally at the April 25th Planning Commission and May 3rd City Council hearings.

Other Outreach Opportunities

The DEIR was available for a 45-day public review from Thursday, December 22, 2022, through 4:00 P.M. on Monday, February 6, 2023. The City of Moorpark is pleased to announce a critical milestone in the development of the City’s updated General Plan: publication of the Plan’s preliminary goals and policies for public review. The draft goals and policies were developed by the General Plan Advisory Committee (GPAC) over the last several months based on the comments provided by stakeholders over the course of the General Plan Update process. The goals and policies are intended to provide the roadmap towards achieving the Vision Statement for the City drafted by the public and GPAC, and approved by the City Council on February 3rd, 2021. Topics addressed include land use, mobility, infrastructure, economic development, open space, parks and recreation, conservation, safety and noise.
At the 4th General Plan Community Workshop held on September 24, 2022, community members spoke with their neighbors and members of the General Plan Update project team about the goals and policies, and provided comments in person. Community members were also offered the opportunity to review the draft goals and policies online through October 9th, 2022.
The commenting period has closed. Comments on the Draft General Plan Goals and Policies received online (linked here) and in person (linked here) can also be viewed on the Resources page under the heading “Plan and Policy Development”.
Feedback provided online and in person will be used to refine the goals and policies for inclusion in the final General Plan document, which will be provided for public review in early 2023.

The City of Moorpark (City), as lead agency, has given notice that it will prepare a Program Environmental Impact Report (PEIR) for the General Plan Update project (proposed project). The purpose of this notice is (1) to serve as a Notice of Preparation (NOP) of an EIR pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15082, (2) to advise and solicit comments and suggestions regarding the scope and content of the EIR to be prepared for the proposed project, and (3) to notice the public scoping meeting.
With the posting of this notice on May 17, 2022, the City has initiated the 30-day public review period and asks that comments in response to this notice be emailed to Doug Spondello, AICP, Deputy Community Development Director at [email protected] or physically mailed in writing to the address below by the close of the 30-day NOP review period at 5:00 p.m. on Thursday, June 16, 2022:
