Preferred 2050 General Plan Land Use Plan Approved by City Council

At its regular meeting on February 2nd, 2022, Moorpark’s City Council approved a preferred Land Use Plan, a critical milestone in the update of the City’s General Plan. Made by Moorpark over a series of three citywide workshops, four interactive online activities and eleven meetings of the General Plan Advisory Committee (GPAC), the Plan designates the high-level land uses that will be permitted on all properties in the City. The majority of uses throughout the City are expected to remain unchanged from their current use through 2050. The following materials were considered by the City Council:

The preferred Land Use Plan confirmed by the City Council will be utilized to project the realistic buildout of the 2050 General Plan. Those development projections will be used to analyze the potential environmental impacts of the Plan in the General Plan Program Environmental Impact Report (EIR). Over the spring and summer of 2022, while the EIR is being developed, the community will have the opportunity to guide the policy recommendations that will comprise each of the General Plan Elements. Proposed 2050 General Plan Land Use Plan Available for Review

Moorparkians have spoken! After a year-long publicly-led process, the proposed General Plan Land Use Plan is now available for review. Made by Moorpark over a series of three citywide workshops, three interactive online activities and eleven meetings of the General Plan Advisory Committee (GPAC), the Plan designates the high-level land uses that will be permitted on all properties in the City. The majority of uses throughout the City are expected to remain unchanged from their current use through 2050. The following materials are being published to facilitate consideration of the Plan:

The Plan was considered by the Planning Commission at its regular meeting on January 25, 2022 and forwarded to the City Council, which will consider the proposed Plan at its regular meeting on February 2, 2022. The posted version of the Plan includes changes recommended by the Planning Commission and a revised designation for two parcels along Princeton Avenue east of the 118 Freeway to support the disposition of city-owned property. Stakeholders are invited to attend the City Council meeting and provide their comments on the Plan, or to send any comments in advance of that meeting to the General Plan Update project team at [email protected].

View the Results of the Land Use Alternatives Open House and Online Survey

On November 14th, 2021, the City of Moorpark hosted a public workshop in an open house format to discuss proposed alternatives for future land uses within the City as part of the General Plan Update process. During this meeting, and in an accompanying online survey, the City presented draft land use alternatives recommended by the General Plan Advisory Committee (GPAC) for Opportunity Sites, or areas within Moorpark where change can be anticipated to occur during the next 20-30 years. Attendees at the Open House and participants in the online survey were asked to vote on their preferred land use alternative for each Opportunity Site or suggest land use options other than those recommended. Ninety-one persons signed in as attendees at the Open House and ninety-four persons provided comments via the online surveys provided in English and Spanish, which were open to comments from November 14th until November 28th, 2021.

The comments collected during those activities, and included in the resulting report, will be used by community stakeholders, the GPAC and decision-makers in developing a preferred Land Use Plan for the City of Moorpark to guide areas of stability and areas of change to 2050.

Land Use Alternatives Report now available!

To help inform the selection of a preferred Land Use Plan for the update of Moorpark’s General Plan, we have published a report on the Land Use Alternatives recommended by the City’s General Plan Advisory Committee (GPAC). The report presents descriptions of the alternative land use concepts recommended for the City’s potential areas of change and includes more detailed information such as:

  • Background on how the alternatives for each Opportunity Area were developed;
  • Overview of Market considerations that informed the options shown; and
  • A high-level comparison of how each option affects things like water, sewer, vehicle trips and greenhouse gasses.
